No low speed on fan - preHE

Hi all

I have the following issue with my 1977 XJ-S:

Fans do not run at LO, and at AUTO, HI and DEF they run at full speed. Both fans do this, so I'm suspecting the resistor pack and was planning to remove it for inspection.
I have found that it's placed pretty deep into the dash and that it will become a struggle to get it out not to mention to get it in.
I found this old thread arguing that it's most likely darlington transistors in motor regulation, that is defective, but do I have type of electronics this in my old XJ-S ?

Wouild you remove the resistor pack and check if it's defective or is there a smarter way to determine the root cause for the problem ?

By the way: If the RTC677 resistor pack is bad: Can it be repaired ? It's N/A from Jaguar...

I've now measured the resistor pack without removing it, and it seems to be ok. There is connection between all combinations of connectors with resistances at same level.
